Articulation Agreement: SWOCC and OSU Department of Chemistry

  • Brett noted that, because Enrollment Management stopped processing Articulation Agreements (AA) about six years ago, Kate Peterson was surprised that this proposal was being considered. Advising Guides (AG) are being used for Community College students, rather than AA, due to changes in courses.
  • Gary indicated that the Office of Academic Programs, Assessment and Accreditation (APAA) doesn’t see many Articulation Agreements (AA). To clarify, Gary stated that Enrollment Management has never signed off on any AA’s, it’s always gone through APAA. Chemistry & SWOCC requested that APAA review the AA under discussion. In the past, Sabah was concerned with Articulation Agreements with other higher education institutions; he felt that, due to curriculum issues, AA’s should go to the Curriculum Council for review. Gary noted that there have been AA requests from other institutions (i.e., Lone Star (TX) and Tuskegee) to create a pipeline for students to transfer to OSU.
  • One felt that the AG looks similar to an AA. Another noted that the difference is that a cover sheet is included on the AA.
  • Gary stated that AAs are to be updated yearly to include revisions.
  • An AA is legal and students can hold OSU to the AA.
  • Rebecca indicated that Sabah had previously asked Kate Peterson to review AAs, but Sabah indicated to Kate that AAs put OSU at risk; if Kate found no problems with the AA, Sabah would sign off. Rebecca noted that advising guides have been extremely successful.
  • Since SWOCC already participates in the Degree Partnership Program, what is the goal with the AA? Courses in some disciplines are difficult to articulate (i.e., Chemistry, Physics).
  • Gary didn’t believe that any AAs previously signed are current. He noted this has created problems, in particular, students have been incorrectly advised based on a 2012 AG. An issue is that once the equivalency gets entered into Banner, there are no updates (i.e., changing SCH from 3 to 4) – this pertains to both the AG and AA.
  • Gary indicated that APAA is a facilitator, and questioned whether the Faculty Senate Executive Committee wishes to have APAA continue to process AA.
  • Brett suggested that, perhaps Kate Peterson and APAA should question what is the goal and intent, and who should review AA requests? There is no way for program liaisons to know what changes are being requested.
  • Gary stated that Janine Trempy, APAA, and two SWOCC individuals would sign the AA. Regarding the cover page, Kevin Gable is willing to sign on behalf of Chemistry (although Matt Andrews, Associate Dean in the College of Science, is the interim Chemistry head).
  • John Bailey noted that the College of Forestry appears as the last signer of an Advising Guide for Forestry programs. He recommended that the AA not be signed, and that the request go forward as an AG rather than an AA.
  • As to next steps, if the Curriculum Council agrees with the AA, Gary would route to Janine Trempy (APAA) and Kevin Gable (Chemistry) for signatures, as well as the two individuals at SWOCC; it would then be routed to the Registrar for implementation.
  • Gary agreed that APAA does not reach out to other institutions to develop an AA, but will review an AA if the request from another institution goes to APAA.
  • Gary noted that, in this case, it’s up to the OSU Chemistry Department and SWOCC to ensure that the AA is updated as curricular changes occur.
  • One expressed that they would not want an AA, which is binding, and expires after one year, while an AG is not binding.
  • One questioned what security OSU can provide to students that they will be able to transfer credits. Another felt that clear communications from both the Registrar’s Office and Admissions Office are needed. There also needs to be a disclaimer indicating that courses are subject to change. There is always a risk to students who may try to transfer in non-eligible courses.  
  • Rebecca stated that institutions have been trying to keep an updated table online where a student can type in a course name and a particular institution to determine the articulation status of a course.
  • One noted that transfer students are encouraged, but with an indication that students should contact their advisors.
  • From a unit perspective, what is the benefit to having an AA? OSU recruitment, Community Colleges have students who graduate and, in this case, Chemistry has students who are prepared to take upper division courses.

Action:

Gary stated that the proposed SWOCC and OSU Chemistry Articulation Agreement will be placed on hold by APAA until he hears back from the Curriculum Council co-chairs.

John Bailey will ask the Executive Committee to discuss the issue of whether or not OSU should continue to consider Articulation Agreements at all.

Matters Arising

  • Rebecca stated that the Registrar’s Office will be reviewing and updating Academic Regulations this summer. Any proposed revisions will be presented to the Academic Regulations Committee, but she also wants the Council to review any proposed revisions. The proposed revisions pertain primarily to antiquated verbiage and tightening up regulations to better reflect credit requirements for certificates, etc.
