Request to allow acceptance of an external feasibility study from Riley Research Associates in lieu of external (peer) reviewers for the MA/MS in Communication New Degree Program Proposal, #99706.\

There is no existing comparable program to compare to. The feasibility study contains no capacity, review, etc., which a peer review would do – the feasibility study only addresses need.

If there is a similar existing degree at OSU, the unit can request a waiver of an external review – this applies only if this is a subset of another degree.

Change Graduate Major – Creative Writing – MFA #102246

Proposal to reduce the number of required credits.

Proposal to reduce 7 credits, from 84 to 77, and minor edits to the program description; justification is that it aligns the learning outcomes with the Corvallis MFA. The number of credits is not an issue.

Why is the change being requested? It mentions that the reduction will be in alignment with the Corvallis program, but there is no description of what is offered on campus.

When is the next review scheduled?

Does it have the same major code as the Corvallis program?

This proposal went through the College of Liberal Arts Curriculum Committee in Corvallis, which was supportive.

Is there an issue with attracting mentors? If the mentorship component is being reduced, how does that compare to the Corvallis program?

Is it true that the Corvallis unit didn’t want to be reviewed concurrently with the OSU Cascades program?

The Graduate Council would either like a review of the low residency MFA during the creative writing review tentatively in 2019 or, if they’re not the same program, the MFA needs a new program review.

New Degree Program – Master of Science in Business (MSB) #102135

The MBA is 60 credits – 15 credits for Core I – business foundational, 27 credits for Core 2 – traditional MBA coursework, and 18 credits of MBA – specialization. The MSB is intended to be a subset; two 18 credit options were reduced to 30 credits across the two, and the remaining is a certificate in Financial Planning to equal 30 credits for the other tract. There are no new courses, instead, existing courses were repackaged; this is a non-thesis master; and not a new degree type.

A student cannot earn more than one degree since residency would prohibit it.

The degree is viewed as a specialization, which is what the business world values.

The College envisions between 18-30 on-campus students and Ecampus envisions 15-30 online students.

The Assessment Plan Matrix for Masters of Science in Business, posted in the Curricular Proposal System, doesn’t address the university learning outcomes.

It’s a challenge for an online oral exam; Jim Coakley will talk with Statistics which has an oral exam component.

There was a discussion of the difference between the MS and MA degrees – is it only non-thesis based? Is one degree academic vs. professional? Is a three-member faculty committee required for the oral exam? The MBA requires two sets of evaluations assessed by four people.
Action: Jim Coakley will research online oral exams and report back to the Graduate Council, and include a detailed explanation of how they’re doing assessment.

Jennifer noted that, after two days of budget meetings with deans, there likely will be more MS degrees being developed.
College of Education Program Suspensions

Students are still matriculating through the program – hopefully they will finish this summer; there are no applicants for this summer.

Why not suspend the EDD? Rebekah indicated that there are EDDs in the college, but not in this program

A suspension would allow for a new Cat II to come through with new curriculum.

Major changes to a degree is more involved.

Suggested to do incremental changes as new faculty are hired.

Although it doesn’t impact this degree, the letter from Randy Bell references EDD – need to clarify the status of the Education EDD. Rebekah will determine from Randy what his thinking is.

Theresa moved to suspend the EDM degree type in this Education program; motion seconded with no dissenting votes or abstentions.

Also noted that there are no students in the EDD degree in the Education program.

Jennifer noted that the larger picture is that the deans have been asked to think about how to deliver programs in Portland. They are thinking about an expedited Category I process for existing programs and where this is a change in modality and location.
