Short Discussion on University Budget Committee – Drew Ibarra

  • Documents sent from Drew Ibarra
  • How we can change tuition – board doesn’t want to go over 5% increase (for resident undergraduate rate)
  • Ecampus differential – rate of number of students on campus taking ecampus courses (non-resident students taking ecampus courses). Some options were discussed but not decision was reached. Who do they need to talk to? Ecampus is very market driven in regards to cost
  • Differential tuition rates – change in rates
  • Physical Activity course program – has differential other tuition – fixed fee policy that is different from other units on campus. It’s a historically based decision. It’s almost as expensive as Engineering. It could be removed or turned into a standalone support unit.
  • Professional programs charge a flat rate.
  • If every program charges differential tuition, what is the point of charging a base tuition?

Review and Discuss

  • Marine Studies #106759 – New Degree Program
    • Talked about MSI money, but is not represented in the main excel document.
      • Everything else looks appropriately detailed out.
    • The executive summary says total costs of 134K over 4 years, but the budget sheets and narrative have a higher amount listed.
    • Frank Chaplen motioned to conditional approval with the MSI money being correctly allocated in the budget as it is described in the narrative and the executive summary expenses are changed to be consistent and with what is in the narrative and budget sheets; seconded. Passed with no abstentions.
  • MS, MEng, PhD in Artificial Intelligence #107212 – New Degree Program
    • Met with COE’s budget head who said the college has agreed to support the faculty lines and the research equipment with the reserve fund.
    • Some minor errors.
    • The fee remissions are reflected in the OPE
    • Under Library – Library development mentioned year 1 costs but they are not listed on the spreadsheet. Library costs may have accidentally been put in the wrong column – will ask that they move it over.
    • Most of the revenue seems to be coming through tuition. The COE is committed to supporting the bulk of the costs.
    • Service and Supplies – 5K listed (year 1 with 4% escalate), but they may be taking the other years into account for the total when they put 10K. Take it off the one time fees tab.
    • Drew motioned to approve with a few corrections and clarifications; seconded. Approved with no abstentions
  • Outdoor Products #102419 – New Degree Program
    • Questions from last week were reviewed for members who were not present at last week’s meeting.
