    • The committee members introduced themselves.
    • The scope of the committee is to assess financial feasibility of programs being proposed. Does the budget support the expenses that are expected?
    • The Chair serves as a liaison between the University Budget Committee and the Faculty Senate.
  1. Program Proposal
    • Leading and Creating Change Graduate Certificate #683 – New Graduate Certificate
      • The program has no need of new space.
      • They are going to pull from the current faculty pool.
      • No marketing costs were identified.
      • Has a lot of Ecampus funding – For online and hybrid courses, Ecampus funds the first year of development with a program coordinator and online course development.
      • They have listed a 5K general operation budget that may include marketing, but it’s not clear on the narrative or in the budget.
      • There needs to be some clarity on how their marketing and student support services are being funded. They might be using existing funds, but it needs to be explicit in the narrative.
        • Clarified that Ecampus generally does the marketing for online programs.
      • The proposal shows three courses, but the narrative states four courses.
      • Personnel costs and Ecampus support costs do not match between forms.
      • Other consistency issues exist between the spreadsheet and the narrative.
      • In the budget narrative, it has a table breaking out anticipated resources – net revenue lists 30% overhead. Is that accurate?
        • Motion to send back with a request that the proposer address inconsistencies and discrepancies between the spreadsheet and the budget narrative; seconded. Motion passed with 6 in favor, none against, none abstaining.
