Approval of February 1 Minutes

  • The minutes were corrected to indicate that Gary Beach and Sarah Williams were present, as well as some minor clarity corrections.


Action: Paul moved to approve the minutes as corrected; motion passed by voice vote.

New MOU Proposal

  • BS in Computer Science with an Applied Option #85405

  • Marla Hacker explained that the proposal would move the applied option to Cascades; the program is very much in demand; 19 area organizations participated in selecting the degree focus; and there is no similar program in the Bend area.
  • Clay questioned why the budget includes no funding for advising.  Marla stated that the advising will be done at OSU-Cascades and they have capacity with 3.5 FTE advisors who advise for all majors.
  • Bill questioned whether assessment planning will be done in conjunction with the Computer Science unit in Corvallis, and who the point person is. Marla is the point person until the proposed full-time instructor is on board.
  • Prem noted differences in the required courses shown on the table distributed by Mike and page three of the proposal. Marla felt that an additional eight credits should be shown below on the table and the eight unrestricted electives in the proposal should be deleted.
  • Dianna noted that on page 6, CS361 is the only WIC course listed, and it is an Ecampus course. Due to the different Ecampus tuition structure, students can’t be forced to take their required WIC course via Ecampus. Marla stated that the proposal will be revised to allow the option of offering CS361 either live or online. Additionally, any listed courses that are Ecampus-only will be changed to provide an option of either live or online; the budget will be revised to reflect offering the additional live courses.
  • Nancy questioned whether it is the intent that the proposal requires four more credits than the Corvallis program. Marla stated that was not the intent; the intent is to require 180 credits and she will correct the MOU.
  • Prem questioned whether the intent is that BA260 is optional. Marla responded that OSU-Cascades students will be required to take BA260, but Corvallis students will take CS419.
  • Dianna noted that the College of Business offers an online Entrepreneurship Minor if students wish to take additional courses to earn a minor.

Curriculum Council Discussion

    • Mike stated that the home department will be Computer Science Corvallis (CSC), the professor and instructor will be hired by CSC, and the tenure home will be CSC.
    • Nancy questioned how the capstone process will work for students. Mike stated that the experience may be better at OSU-Cascades due to the support in the Bend area.
    • In response to Clay questioning whether the Corvallis program is at capacity, Mike responded affirmatively. Could students be accepted in Bend and transfer back to Corvallis? Mike thought that they would still need to be admitted to the pro-school in Corvallis.
    • Nancy noted that the College of Business currently has students who won’t be successful in Corvallis and they are moved to Bend, but they still take classes in Corvallis. She noted that students may be admitted in Bend, but there may be capacity issues if students find ways around being admitted in Corvallis. Clay stated that Bend students will be assigned the pro-school code and could register for courses in Corvallis.
      • The Curriculum Council supports beginning a discussion to change the codes between campuses.
    • There are six required courses in the proposal that are Ecampus only; one is STS and one is WIC.

Action: Daniel moved to approve the MOU with OSU-Cascades for a BS in Computer Science with an Applied Option pending all the noted revisions and trusting Mike Bailey to track the requested revisions; motion was not seconded. The consensus was that the Council would be more comfortable reviewing the revised proposal prior to approval.

  • Bill Bogley reported that the sub-committee considered current policies as well as questions previously raised. Their report included areas to consider when designators are proposed, including how will the request serve students and who will take responsibility for the integrity of the coursework.
  • It was requested that the designator both be clear to avoid confusion and communicates to what it pertains.
  • Mike questioned whether it’s necessary for the designator to have an ‘academic’ home or just a ‘home’.
  • There is no system in place for reviewing course designators in administrative units. Brenda noted that courses with Graduate School course designators are available for review during graduate program reviews. There needs to be a system created so these courses will be reviewed regularly.
  • Anita noted that soft-skills courses, which are not disciplinary, should be allowed to continue.
  • Brenda noted that the Graduate School’s intention is to have a curriculum of cross-cutting courses to prepare students to do more than just research (i.e., grant-writing, people management, etc.).
  • Brenda noted the level of depth between reviewing programs and courses is quite different.
  • Nancy noted that the number of courses allowed that do not advance toward the degree are limited.

Action: Academic Programs, Assessment, and Accreditation staff will review the issue and propose a way to address it.

Report from the Chair – Mike Bailey

  • The Executive Committee approved the rename of the Women Studies Program to Women, Gender, and Sexuality Studies; this proposal will be presented for approval at the February Faculty Senate meeting.
  • There are two Category I proposals that will be considered by the Graduate Council on February 11:

Report from Academic Affairs – Bill Bogley

  • Bill reported that his office sponsored a Faculty Assessment Academy on January 24 with more than 60 participants.
  • The Baccalaureate Core Committee is currently reviewing the Synthesis category and is forging ahead with assessment.
