Curriculum Council

November 12, 2015

Minutes

Curriculum Proposals

  • Curriculum Council Cat I Possible Review Questions (see http://oregonstate.edu/dept/senate/committees/curric/doc/CatIrev.pdf)
    • Richard encouraged CC members to use this when reviewing proposals; it will be posted from the APAA and FS site.
    • Brenda suggested adding external letters from public institutions that have similar programs to #6.  Add Minimum enrollment and graduation guidelines table from Gary
  • MS & Graduate Certificate in Data Analytics #93153

(see https://secure.oregonstate.edu/ap/cps/proposals/view/93153)

Curriculum Council reviewers: John Bailey, Sue Helback, Richard Nafshun

  • 10 points of concern were identified
    • Pre-req issue
    • Source of funding is unclear.
    • Is an OS2 the appropriate position, or should an academic advisor be hired?
    • Will enrollment be there to the support the program?
    • Biological component was mentioned, but not in the proposal.
    • There are two areas of concentration – which courses are in each?
    • Suggested that areas of concent be options
    • Are five courses and one project course being developed, by whom, etc. Will ST 516 be unique – there are concerns of this type for three other courses.
    • Is there truly a health concentration?
    • Discrepancy in total credits; there no way to know actual credits in each core because course being developed don’t have credit assigned. Summary table doesn’t add up to what’s mentioned in the proposal.
    • Also, request a course alignment table.

Action: It was decided that the concerns would be outlined, sent to the proposer, and the proposer will be invited to meet with the Council. Richard will send concerns to Virginia Lesser and invite her to an upcoming meeting.

  • MEng, MS, PhD in Bioengineering #92511

(see https://secure.oregonstate.edu/ap/cps/proposals/view/92511)

Curriculum Council reviewers Prem Mathew, Carol Rivin

NOTE: Approved by Budgets & Fiscal Planning; pending Graduate Council approval

  • Those present at the 11/4 meeting voted to approve, but no quorum was present. The remaining voting members were asked to vote via email; votes are due at Noon on November 9.

Action: Vickie received four additional approval votes via Email; this will be forwarded to the Executive Committee pending approval by the Graduate Council.

Curriculum Proposals – Extend to Ecampus

  • Undergraduate Minor in Agricultural Business Management (Extend existing minor to distant locations via online delivery by Ecampus)

Curriculum Council reviewers: Tasha Biesinger, Carol Rivin

  • Prem – grade in brackets – is it established in minor or the . Janine felt that the grade minimums are related to the minor, but

Program Review Action Plans – Janine Trempy

  • Biochemistry/Biophysics Joint Review – February 15-17, 2015

CC Reviewer: Tasha Biesinger

  • Tasha  - overall, reviewers felt it was a solid program; new program they’re developing raised concerns because three times the number of current sutendets are expected (outside of review) . Students indicated they felt that some had been told to leave the program – asked unit to determine why students were being asked to leave and address it – Action Plan addresses this. It was felt that the reason they were being asked to leave had to do with the Math requirements, and the new program doesn’t have the same math requirements.
  • Prem –mentioned that the tabular form  = document is not yet final, so units aren’t required to follow the recommendation of the tabular form. Tasha felt that it would be easy for the Bio/Bio review to do that

Action: Tasha moved to approve the Action Plan for the Biochemistry/Biophysics Action Plan; motion passed with no dissenting votes.

  • BioResource Research (BRR) – January 25-27, 2015

CC reviewers: Anne-Marie Deitering, Joan Gross

  • Ann-Marie – small, quirky, flexible program; positively reviewed; high retention rate. The response to the Action Plan is good – the main issue is that they don’t have academic admission requirements to the program and are lightly staffed. The advisor is very much over extended. AP is primarily focusing on staffing. AP also addresses doing assessment that could inform undergraduate research in other areas of campus, finding ways to incentivize faculty to be mentors.
  • Brenda suggested forwarding the Action Plan to Susie Brubaker-Cole and Susana for because it relates well to student success. JT – may be benefits to review philosophy to drive student success.
  • Prem – there are a number of things they plan to do, but no benchmarks and timeline, which makes it difficult during the 3-year review to determine if they are on track with changes.
  • D

Action: Prem and Richard will forward the AP to SBC & Susana because it’s relevant to student success and retention.

Janine will meet with Kate to request the timeline prior to approval by the CC, and have the AP returned to the CC for approval

Report from Academic Affairs

  • APAA Updates – Janine Trempy
  • New APAA leadership – by the end of the term the Sr VP for AA appointed; JT handles program reviews and oversight of Cat I and II proposal. Don’t have anyone designated for faculty affairs – being handled by Sabah and support staff.
  • APAA move from Kerr to Waldo - APAA group has moved to Waldo in one location.  Shifted to more of a service orientation.
  • Status of the New CPS – Stefani is involved. Input and concerns are still being accepted. Thanked Gary, Stefani and Cheryl for their efforts. No timeline for implementation. JT feels that there should be workshops held to explain the system, process, etc.
  • Approval by HECC of the PhD in Women, Gender, and Sexuality Studies (on August 13, 2015) Brenda – it is the only PhD program in the NW. The Graduate School is trying to be less of a gatekeeper and more of a service orientation.
  • Undergraduate Academic Program Review – Janine Trempy
    • Upcoming year review – Primarily CLA – 8 scheduled
    • Approval of Revised Undergraduate Academic Program Review Guidelines
      • Due to additional feedback, Janine will revise the document and forward to CC for approval.
    • Requests to Delay or Cancel Undergraduate Academic Program Reviews
      • Because CLA programs don’t think like Scientists or Engineering, they will be allowed to be a bit more creative, but stay within their metrics.
      • Never reviewed – Ethnic Studies, Liberal Arts, CSS, Honors Program, Speech Communication, Philosophy, Languages – French, Spanish, German, and Natural Resources.
        • Reviews will be in Spring 2015.
    • Cancel a 10-year review for the French, German, Spanish degree  programs due to replacing these degree programs with a single degree (Susan Shaw, Director, School of Language, Culture, and Society; Marion Rossi, Associate Dean, CLA)
      • Janine provided background and a request for approval: languages initially requested to cancel degree programs review, which have never been reviewed, due to a Cat I in process to replace some of the programs. It was felt in Academic Affairs that a review will occur to address the three languages to reflect on the last 10 years, and an external review of the Cat I proposal to address the future will also occur.
