Chemistry Action Plan Response – Sue Helback, Kate Field

  • Review Report
  • Action Plan
  • Kate reported that there is not enough staffing and there are serious space, renovation and equipment requirements. She felt that reading their Action Plan was like reading their self-study – there were very few changes. Because there are no fume hoods in the LPI building, upper division labs can’t be taught. Staffing has decreased and requests for additional staffing have been denied. They’ve done what they could do with the resources available.
  • Sue note that, because they want to be a top 10 Chemistry unit, the reviewer from UC Davis indicated they need a flagship brand new building that will attract students; Provost and Vice Provost were present to hear this. The labs at UC Davis are utilized until 10:00 PM. The growth of the college affected them greatly because they are the workhorse, but are not being supported by the college with adequate resources. There are currently 36 chemistry undergraduates per year, but they were told that they need 100 grads for top 10 status.
  • Kate – re: their Action Plan – they are doing what they are able to do; most of the things they need to do will hinge on faculty lines, additional space, and renovations.
  • Rebecca – re: Gilbert Hall – latest biennium request received funding for 2017 – spring and summer term Gilberts will be pulled offline for renovation in Fall 2017. There are only 3 rooms where a particular lab can be taught; there is a concern re: offering enough Chemistry labs while renovation is occurring.
  • Kate – 36 undergraduate majors; 80 GTAs; not addressed in program review, but those teaching in Gilbert are not capable of teaching modern courses dues to inadequate facilities.
  • Joan felt that there was a missed opportunity for the CC to indicate funding needs to the University Budget Committee.   Prem – should be addressed to Brenda
  • Prem felt it would be appropriate to indicate the need for additional resources to address safety issues via an addendum from the CC; Sue and Kate will prepare the addendum to forward to Janine who will forward the addendum to Richard and Prem.
  • Accept pending an addendum and table

Action: Joan moved to accept the AP with the addition of an addendum and table; motion seconded and passed via voice vote with no dissenting votes.

BA, BS in Hospitality Management – Ecampus

  • Proposal from Ecampus
  • APAA Summary Correspondence between APAA and OSU-Cascades
  • Summary of the existing BS in Hospitality Management program (copied from the online catalog)
  • Gary Beach – proposal received from Alfonso (Ecampus) – Gary returned to Alfonso with issues identified; Ecampus wants to move forward without addressing issues. Jim Coakley indicated to APAA that the COB has not been notified that the proposal is moving forward.
  • Prem – COB is not aware of the proposal; other issues with program; f-to-face relies on culinary courses from the Culinary Institute – issues with assessment data from other courses around the country.
  • Daniel – courses have not been submitted in the CPS and a number of the courses don’t exist.
  • Gary – as of Fall 2015, only one student was registered; received one proposal to establish an HM course; currently no existing HM courses. Gary will explore that in the catalog the program is advertised as 181-190 credits but OSU is only allowed to have a maximum of 181 credits for a Baccalauareate degree– exceptions are in Engineering due to ABET accreditation. 57 courses needs to be created.
  • Rebecca – there is a long list of approved majors with less than the required number of courses and students get by with exceptions. Registrar’s is creating a major map for all colleges, they have proposed that major maps for new programs be done by the college. Can’t build major map if courses don’t exist. Rarely do units that indicate they will develop new courses actually do.
  • Could tentatively approve program, but can’t be fully approved until all courses are created and approved. Suggested having 1/3 taught, 1/3 in process, and 1/3 to be created.
  • Initially wondered why it was a BS rather than a BA, it appears that the BA has been added with Spanish only – questioned why the language was specified when generally it’s only specified that a language is needed.
  • Prem suggested that a rep is invited to meet with the CC at a later date – contact Todd Montgomery.
  • At a later date also discuss what the Curriculum Council expectations are related to coursework.

Report from the Co-chairs – Prem Mathew, Richard Nafshun

  • No report

Report from Academic Affairs

  • Janine – program reviews have begun; she thanked all for participating. Reminded Tasha and John D. that they will soon be receiving Liberal Arts materials.
    • She requested an additional person for the March 16-17 Philosophy review because one member may not be available for the all-day session. She also noted that the guidelines require only one CC member. No one present was able to participate, so Vickie will send a message to the CC requesting participation from those not present.
  • Gary – controversy re:  the BA International degree – Barometer articles re: the program being suspended, but APAA has not received a request for suspension. Their website indicates that no new students will be accepted; students are getting a mixed message.

Category II Proposal Approvals

  • No comments were received; Richard will approve.

Matters Arising

  • Physics not aware that OSU Cascades is teaching a Physics course.
    • Discussed developing a form, which may not solve the problem – who would be the gatekeeper for the form?
    • Rebecca explained that it is possible that OSU-Cascades could get a course in the Schedule of Classes without going through normal approval channels.
    • Perhaps this issue is well above our pay grade. Need a system to deal with this that manages quality and takes accreditation into consideration, i.e., ABET.
    • Need to add a step so that Corvallis unit individuals see courses that are extended to other locations.
    • Form was discontinued in about 2006 because it was realized that programs and course were being move in mass to Cascades by handshake to get that campus up and running. In 2006 the first iteration of an electronic CPS, so the form was discontinued. The form is still on the web somewhere, and Henri found it. All are in agreement that the course will be offered in Spring 2016. The issue of what happens the next time is still outstanding.
    • CC needs to continue discussion with a recommendation.

  • Rebecca – what is the interest in pursuing a conversation re: major maps and requiring it to be part of the process and course approvals prior to program approval?
    • Only two instructors in the program. The thought was there was a plan was to grow the program incrementally.

  • Rebecca reported that the OSU Board of Trustees requested … ;642 program UG – 100 UG minor 194, 227 cert, Rebecca will send count to Vickie
