Minutes:

Curriculum Council

November 18, 2015

Minutes

Voting members present: Tasha Biesinger, Michael Harte, Sue Helback, Prem Mathew, Richard Nafshun, Mina Ossiander, Carol Rivin, Ingrid Skoog

Voting members absent: John Bailey, Allison Dorko, Joan Gross, John Schlipf

Ex-officio members present: Academic Affairs - Janine Trempy, Extended Campus – Alfonso Bradoch (v. Riggs), Registrar's Office - Rebecca Mathern

Liaison members present: Academic Advising Council - Karla Rockhold

Guests: Gary Beach, Larry Bulling, Cheryl Hagey, Brenda McComb, Martha Smith

GEOG Course Designator – Larry Bulling, Rebecca Mathern

  • Proposal
  • Appendix E (from the Category I for a new major) showing how Geo courses will migrate to GEOG courses
  • APAA Letter from Gary Beach
  • Larry explained the process needed to move to the GEOG designator - it appears that the majority of the changes must be done manually.
  • After much discussion (i.e., extensive resources involved [labor intensive to achieve], background, etc.), it was suggested requiring the unit to cover the cost involved. The Curriculum Council would determine whether or not a request is frivolous; one way to determine whether it’s frivolous is if a designator is changed in less than X period of time, it was suggested that the unit should be required to cover the cost of the change. The new system won’t help Larry in any way; he still must change each one manually.
  • Because some are graduate courses, should it be determined whether they are logically Geo or Water Resources courses? It would be appropriate to determine this during the Academic Programs Committee when the proposal is discussed.
  • Suggested that CC propose guidelines to encourage a change in the Course Designator while taking into consideration the expense of the change.

Action: Prem moved to approve the GEOG course designator; motion seconded and approved with no dissenting votes.

Proposed DAS Revisions – Martha Smith

  • Appeared that responsibility has been passed from the faculty to the student. Martha agreed that this is somewhat correct. Implementation of accommodation is an institutional responsibility (i.e., DAS sets up proctoring). It is the responsibility of the student to be determined as having a disability and requesting accommodation. The alternative testing policy and form was minimally revised last year. The flexibility policy related to participation and testing changed quite a bit in the past year. The contracts must be signed to be in effect.
  • Faculty Education related to changes?
    • Could add a link from their page, emails to faculty. Suggested to visually change the statement so it’s easier to determine which is the new verbiage. Suggested a boiler plate URL that appears on the syllabus and contains all of the correct verbiage. Send to unit curriculum committees.

Action: Martha will work with Cheryl to get messaging and links in the appropriate places.

Curriculum Proposal

  • MS & Graduate Certificate in Data Analytics #93153 – Virginia Lesser,  Charlotte Wickham

(see https://secure.oregonstate.edu/ap/cps/proposals/view/93153)

Curriculum Council reviewers: John Bailey, Sue Helback, Richard Nafshun

  • Ginny clarified concerns previously identified:
    • Pre-requisites – she confirmed 517 and CS 511
    • Funding is provided by COS, CAS – Ginny will obtain email from both deans indicating funding support.
    • Staffing – 2 new hires – 1 via Provost hiring initiatives, Once the program is successful, additional faculty will be hired and pay for itself. OS2 to manage system; after 10-20 enrollees, an advisor will be needed.
    • Adequate enrollment? Appears to be adequate need: Market analysis in 2013 found that about 90% of graduates were currently employed; NC State analysis found 158 applicants for 58 slots, etc.
    • Biological component – current list of courses clarifies courses. The option will be Health Analytics.
    •  ‘Concentration’ was incorrectly used, now is an ‘Option’
    • Redundant courses – one course has been developed, another about 90% developed, and remainder in process. MS in Statistics vs MS in Data Analytics – not enough Stat programs in the country to train MS students. Courses are not at the same level and do not require the mathematical theory. All new courses being developed due to different level.
  • Difference between MS in Data Analytics and MBA in Bus Analytics. Prem may be similarities among certificate program, but the MS is more strenuous.

Action: Prem moved to approve the MS & Graduate Certificate in Data Analytics, pending approval of the Graduate Council, with no dissenting votes.

Brenda suggested forwarding comments from Ginny to GC.

Report from the Co-chairs – Prem Mathew, Richard Nafshun

Report from Academic Affairs

  • Undergraduate Academic Program Review – Janine Trempy
  • CPS: OSU Accessibility Form – Gary Beach
  • Richard – Email from Jim Coakley requesting temporary suspension of admission to DHE programs. Gary noted that there is a suspension policy that hasn’t been updated since the elimination of OUS. Richard suggested asking the EC what they wish to do with the proposal.
    • Brenda stated that suspension of admission to the DHE MS and Ph.D went through the college, unit, Graduate School, and Graduate Council.
    • In the catalog a note will appear indicating that admission to the program has been suspended.
    • Brenda stated that students applying to a suspended program receive a message from the Graduate School indicating that no admissions are being accepted.
    • There is a policy that, after three years, the suspension period is coming to an end and the unit must either provide justification to end the suspension, or the program will be suspended; Gary is in the process of updating the policy. He also noted that there are programs that have been suspended for longer than three years, but have not been formally terminated. It was suggested that a yearly report could be generated showing which programs are suspended, and the length of the suspension.
